The correct answer is b.
A while ago, I wrote a post about あたたかい and there I said あたたかい is not just about temperature but it’s about comfort, so あたたかい means “nice and warm,” not just “warm,” すずしい is the same but opposite. It means “nice and cool,” not just “cool.”
Translation of other choices are:
a. It is hot now but it will cool down in the evening.
c. I want it (the weather) to get cooler soon.
d. Hokkaido is cool even in summer.
If b is meant: As it is cool, I will turn the heater on, then it should be:
きょうは ちょっと さむいから、ヒーターをつけよう。
