The question is: このラーメンはやすい( )、おいしい( )、最高(さいこう)です。
Both brackets take b. し*.
~し is often used to list up and emphasize 2 or more (contributing) facts/conditions. These facts/conditions can be either in harmony or in conflict of each other but the point is that both/all can co-exist at the same time.

Sometimes, ~し is used with one factor/condition to describe a reason for what follows.

= I have a headache. I will have a day off from school.
電車がないし、ここは不便ですよ。
= It is inconvenient here because there is no train services.
* Having said that you can use から in the second brackets also. くて (not among the choices) cannot be used in the first brackets unless you delete い before the brackets.
